Dear Director:

This submittal provides Revision 12 of the Chem-Nuclear Systems, LLC Quality Assurance Program for your review and approval pursuant to 10 CFR 71.101, Paragraph (f). Our current GA approval,0231, expires on August 31,1999 and this submittal requests renewal of that approval. The following information, other than typographical and grammatical changes, provides detailed descriptions of the changes made in this revision.

1.

Policy Statement revised to reflect corporate name change to Chem-Nuclear Systems, LLC.

2.

Section 1.1.1, revised " Low-Level Waste Disposal Operations" to read "Barnwell Operations", incorporated waste processing services performed at the Chem-Nuclear Consolidation Facility.

3.

Section 1.1.2, revision split " Technical Services and Operations" into Section 1.1.2, " Service Operations" and Section 1.1.3 " Commercial Operations". Former Section 1.1.3, " Controller" deleted. Actual Change is shown below:

1.1.2 Service Operations - Provides engineering for CNS activities.

Manages large component projects and special projects. Service I

Operations provides the licensing expertise for CFR Part 71 transportation casks.

10. Section 5.3, deleted first paragraph which was redundant to second paragraph and procedure covering this activity.

12. Section 7.1.1.4, added " international" accreditation for work performed outside the United States.

13. Section 7.4.2, added " Compliance". Section now reads:

" Inspection records or certificates of conformance/ compliance attesting to the acceptance of items are available";

- 14. Section 7.6, deleted terms receipt and shop inspections, since they are covered by term " inspections".

15. Section 8.1.4, deleted first sentence, "The storage area shall contain only items which have been inspected and accepted." It is acceptable to have a Nonconforming item hold area within the storage area as long as acceptable items are quarantined from nonconforming items. This may be accomplished by tagging and/or a placing the nonconforming item in a segregated hold area.
16. Section 8.2.1, added "important to safety" in front of bulk raw materials.

Varioes commercial grade bulk raw materials, e.g. lime, cement. do not require this level of control.

17. Appendix A, CNS Organization chart revised to reflect current organization.
