Entergy Operations, Inc., is submitting for your use and information Revision 5 of the Core Operating Limits Report (COLR) for Grand Gulf Nuclear station (GGNS). This report incorporates additional cycle specific information for GGNS Cycle 9 operation and is submitted in accordance with Technical Specification 5.6.5. '

GGNS Cycle-specific reload parameters for MCPR, LHGR, and MAPLHGR operating limits are controlled by the Mechanical Standard, GGNS-MS-48.0, called the Core Operating Limits Report.

The analytical methods used to determine the Cycle 9 core operating limits have been previously approved by the NRC and are listed in Technical Specification 5.6.5. In the previous COLR revision for Cycle 9 operation, LHGR operating limits were only apphcable to Siemens fuel. Consistent with the NRC Safety Evaluation for Amendment 19 to General Electric licensing topical report NEDE-24011-P-A (GESTAR 11) dated November 17,1987, APLHGR limits were used in the COLR in lieu of LHGR limits for GE11 fuel.

Although not listed in the COLR, GE11 LHGR limits for rated conditions have been monitored using the core monitoring system. This COLR revision incorporates the GE11-rated LHGR limits that are in the core monitoring system. In addition, power and flow dependent off-rated multipliers will be applied to the rated GE11 LHGR limits in the same manner that the off-rated limits are currently being applied to the GE11 MAPLHGR limits.

These changes are being made as part of the corrective action for a Condition Report which identified that when Gradient Local Peaking (GLP) is applied to the high power 7

August 13, 1997 GNRO-97/00077 Page 2 of 2 node in a fuel bundle, the thermal margins are reduced. lncluding LHGR limits for GE11 in the COLR increases control of the information, establishes a design basis for the LHGR limits monitored by the process computer, and establishes a GGNS position that LHGR should be monitored during rated and off-rated conditions in addition to the APLHGR limits. A 10CFR50.59 safety evaluation performed for the changes determined that there were no unreviewed safety questions associated with the changes.
