SUMMARY
OF AUGUST 29, 1986 MEETING REGARDING EXXON FUEL RELOAD The purpose of the meeting was to discuss the proposed Technical Specifications pertaining to regions of the power-flow map where neutron flux noise measurements are required or where operation is not permitted and to discuss the status of review of the Exxon fuel reload application. Mr. Y. Balas and Israel Nir were the licensee's participants.
M. W. Hodges, L. Phillips, H. Richings, C. Graves, and L. Kintner were the NRC participants.
The licensee described the region of the power-flow map where measurements would be made to detect and suppress excessive neutron flux noise. This region is based on Exxon Nuclear Corporation (ENC) calculations of thermal hydraulic stabi-lity and is the region bounded by an oscillation decay ratio of 0.90 and a decay ratio of 0.60.
Flux noise measurements would also be required for operation between recirculation flow rates of 39% and 45% of rated flow. Operation would be prohibited fcr decay ratios greater than 0.90 and recirculation flow rates less than 39% of rated flow. The licensee stated that the revised power-flow map would be filed as a change to Technical Specifications with the associated analysis of significant hazards considerations. The licensee plans to run stabi-lity tests at 45% recirculation flow and other selected conditions during start-up from the first refueling outage.
The status of Exxon Nuclear Corporation (ENC) Topical Report reviews was discussed. A plant specific analysis will be submitted for the loss of feed-water heating transient. The LOCA spectrum topical report (86-37) already contains calculations for Grand Gulf, but they are not identified as such in the topical report. A letter will be sent by the licensee so identifying them.
The topical report on rod withdrawal error is under review by the staff and the review should be completed prior to completion of the safety evaluation for the Grand Gulf Unit I reload application. Failure of the control rod block to function due to failure of a single valve in the control rod drive unit is a generic issue which will be reviewed by General Electric in a separate generic review. ENC topical report 80-19 Volume III Revision 2 which provides references to methods of analysis for ENC reload applications will be submitted by Exxon for staff review. The effects of mechanical vibration for Exxon fuel for extended reactor coolant flow needs to be addressed in a letter.

,s The NRC project manager said the Federal Register notice for the reload appli-cation would be published September 24, 1986 and the amendment would be issued October 24, 1986. The issuance date is based on obtaining a safety evaluation report by October 10, 1986.
