Roger D. Walker The Georgia Power Company wishes to submit the following information concerning the violation identified in inspection report 50-424/86-61.
Violation 50-424/86-61-13, " Failure to Maintain Control of QC Accepted Conduit Support CS-7C4-102-068" - Severity Level IV Georgia Power Company acknowledges the violation as identified in the NRC inspection report.
The violation resulted from the failure of Startup Support Group (SSG) contractor Chicago Bridge and Iron (CBI) and GPC Construction to adhere to the work scope as defined within Maintenance Work Orders (MW0's) 18605213 and 18605539.
The MW0's were issued to place grout under the Auxiliary Feedwater (AFW) pump bed plate. The clearance between conduit 1BETC4RE034 and the pump was inadequate to permit placing of the grout. The conduit was moved and then reassemoled by CBI electricians after the grout was placed.
Improper reassembly of the conduit support CS-7C4-102-068 was documented in Deviation Report ED-13377 by GPC Construction on May 22, 1986, after the discrepancy was identified by the USNRC inspector.
The conduit support was reworked and the Deviation Report was closed on June 25, 1986.
Reinspection of the conduit support by GPC Quality Control is documented on the Deviation Report.
It should be noted that the conduit support was not yet turned over to Nuclear Operations by Construction.
To prevent further violations, a work directive (N0E-01260) was issued on July 17, 1986, by the SSG Superintendent to the CBI Services Site Superintendent.
The work directive specifically addressed the requirement that CBI adhere to work scope as defined within the MWO

Startup Manual procedure SUM-22 includes provisions for - revising the work scope of MW0's when necessary.
Compliance to these procedural requirements was emphasized in the directive.
In addi-tion, GPC Construction will issue written instructions to craftsmen to emphasize the requirement to adhere to the work scope defined in MW0's and to provide direction in how to resolve work scope conflicts.
This action is expected to be completed by September 26, 1986.
