RESPONSES TO INSPECTION REPORT NO. 70 7001/97002(DNMSI AND NOTICE OF VIOLATION (GDP 971017,1021, and 1024)

This letter acknowledges rocolpt of the written responses provided by Mr. Stovo Polston, Paducah General Manager, dated June 30 and August 1,1997, to our Notice of Violation dated May 30,1997, included in inspection Report No. 70 7001/97002(DNMS). This letter also acknowledges recolpt of the notification of a change in a commitment provided by Mr. Stovo Polston, dated July 18,1997.

We have performed an initial review of the responses and determined that some of the responses were incomplete. Specifically, the followinD inadoquacios woro notod:

1) The responsos to violations 2,4,5,0, and 8 did not provido a reason for the violation, instood, the response olther restated the violation or provided other information which was unrelated to the cause of the violation.

2) The corrective actions for violations 1, 5, and 8 did not fully address the stated reason for the violation.

3) The corrective actions for violations 7 and 8 did not specify actions which would return the plant to compliance, Specifically, the response to violation 7 did not indicate how the plant planned to identify classiflod materials that currently may not be controlled. The response to violation 8 did not identify how all of the cylindors (48Y,480, and 308) owned by the United States Enrichment Corporation would bo handled. (n addition, the rosponso did not specify when full compliance would be achloved.

Because of the inodoquacios in your original response to the Notico, you are required to provido an additional response to address each of the above items. The responso should be prepared and submitted in accordanco with the instructions specified in the original Notico, in accordance with 10 CFR 2.790 of the NRC's " Rules of Practico" a copy of this letter and your responso will be placed in the NRC Public Document Room.
