DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - CLARIFICATION OF THE EXEMPTION REQUEST FROM THE BIENNIAL OFFSITE EMERGENCY PREPAREDNESS EXERCISE SCHEDULED FOR OC10BER 21,1997, De purpose of this letter is to provide clarification with regard to exemption request (s) submitted July 17, 1997, and August 5,1997.
Consumers Energy Company prefers to defer the Big Rock Point' Biennial Offsite Emergency Preparedness Exercise scheduled for October 21,1997, to June,1998. His schedular exempdon will be applicable only for the 1997 exercise. The basis for the requested schedular exemption is addressed in the letter forwarded August 5,1997. As discussed in the referenced letters, Big Rock Point will permanently cease to generate power by August 30,-
1997, initiating a transition from operation to decommissioning. The facility is currently in the process of revising technical specifications, the final hazards summary report, and the site emergency plan to comply with the regulations governing the decommissioning of a l'
permanently shutdown nuclear power reactor. This additional time would allow the Big Rock Polm staff to revise the October,1997, exercise scenario to renect actual plant configuration during decommissioning.
.Until the revised site emergency plan for decommissioning is approved, the current site emergency plan will remain in place and is capable of protecting members of the public, persons visiting the site and site employees from any unexpected or unintentional event -
during operation or decommissioning activities. Stafung will remain at the required l
level to ensure that the program is maintained in a state of readiness.
