Mr. Frederick C. Combs. I am pleased to announce that Frederick C. Combs, currently Deputy Director, Division of Industrial and Medical Nuclear Safety, Office of Nuclear Material Safety and Safeguards (NMSS), will become Deputy Director, Office of State Programs, effective July 5, 1999. Mr. Combs served as a Health Physicist in the Department of Defense from 1968 to 1976. He joined the NRC in 1976 hs a License Reviewer. He was selected as Congressional Affairs Officer in the Off'ce of Congressional Affairs in 1978, where he worked with distinction for ten years. From 1988 to 1992, he was an Assistant Director in the Office of State Programs. He rejoined NMSS in 1992 as Chief of the Operations Branch, and in 1996 was appointed as 1

Deputy Director, Division of Industrial and Medical Nuclear Safety. Mr. Combs received a B.S.

degree in Physics from Morehouse College in 1966 and an M.S. degree in Physics from the University of Kentucky in 1969.

Dr. Josephine M. Piccone, currently Acting Deputy Director, Division of Fuel Cycle Safety and Safeguards, NMSS, will become Deputy Director, Division of Industrial and Medical Nuclear I

Safety, NMSS. Dr. Piccone began her career with the NRC in 1985 and has held a number of

progressively responsible positions including Senior Health Physicist in Region I; Senior Project Manager, Commercial Section Chief, and Medical Section Chief in NMSS; and Technical Assistant in the Office of the Executive Director for Operations. She was appointed to the Senior Executive Service upon her selection as Chief, Operations Branch in the Division of Industrial and Medical Nuclear Safety in 1996. She received an M.S. degree in Radiological Health in 1971 and a Ph.D. in Medical / Radiation Physics in 1973 from Temple University.

Mr. Michael F. Nber, who has served as the Executive Assistant and Director of the Office of the Chairman, will become Deputy Director, Division of Fuel Cycle Safety and Safeguards, NMSS. Before joining the Office of the Chairman, Mr. Weber was the Deputy Director, Division of Waste Management in NMSS. Prior to that position, which he assumed in July of 1998, Mr. Weber had served as a Technical Assistant to Chairman Carr, a Branch Chief and Section Chief in NMSS, a Hydrogeologist in the Division of Low-Level Waste Management and Decommissioning, NMSS, and a Project Manager in NMSS. Mr. Weber received a B.S. degree in Geosciences from Pennsylvania State University in 1982. He is a 1989 graduate of the Office of Personnel Managemmit's Interagency Executive Potential Program for Mid-Level Employees and a 1994 graduate of NRC's SES Candidate Development Program.

Mr. Frederick C.
