Title:

QUALITY CONTROL PROCEDURE Q A Program for 10CFR Part 71 1.0 PURPOSE The purpose of this document is to establish the internal controls which shall be' executed by INDT to ensure that the requirements for packaging preparation for shipment and transportation of licensed material are in accordance with INDT's Radiation Safety Program Procedure and the USNRC Regulations of 10CFR part 71.

2.0 REQUIREMENTS The Quality Assurance Program (QA) Directory within this procedure is to ensure that the requirements outlined in 10CFR 71 and INDT's Radiation Safety Procedure which governs the maintenance receipt and transportation of radiographic exposure devices are properly instituted by INDT's radiographic personnel.

3.0 LIMITATIONS This procedure does not cover the design and fabrication of radiographic packaging or other manufacturer's specifications O

governing radiographic exposure devices used by INDT's radiographic personnel.

4.0 ADMINISTRATIVE ORGANIZATION AND RESPONSIBILITY Industrial NDT Company, Inc. shall ensure that the Quality Accurance Program for 10CFR part 71 requirements are implemented as outlined in this procedure and other related Radiation Safety procedures.

Responsibility for the administration of INDT's Quality Assurance Program (QA) for 10CFR part 71 requirements shall be distributed among each organizational level under the direction of the President l

as described within this procedure.

4.1 Corporate Level

4.1.1 President

Has the ultimate responsibility for all work performed by Industrial NDT Company, Inc.

1)

Shall ensure that all segments of INDT's Radiation Safety Program are being properly enacted.

Title:

QUALITY CONTROL PROCEDURE Q A Program for 10CFR Part 71 4.1.2 Corporate Radiation Safety Officer:

Responsibility for the overall administration of INDT's JOCFR 71 QA Program shall rest with the Corporate Radiation Safety Officer.

1) The Radiation Safety Officer shall establish the internal guidelines for; training and certification, document control and auditing requirements to assure compliance with the QA program requirements described in this procedure.

4.1.3 Radiation Safety Review Committee:

Shall review and assure that all positions of INDT's Radiation Safety Program are in accordance with the requirements of INDT's Radiation Safety Program Procedure, applicable rules, regulations and license conditions.

Cor.unittee Member: President, Director of Quality Assurance and Corporate Radiation Safety Officer.

4.2 Division Level 4.2.1 Division Radiation Safety Officer: shall be responsible for implementing, auditing and enforcing this program within his assigned division.

4.2.2 Radiographic Personnel:

1)

Radiographer:

Shall-be responsible for assuring safety for handling, storing, shipping, inspecting and the proper documentation pertaining to the transportation of radiographic exposure devices.

2)

Radiocrapher's Assistant:

Assists in the performance of radiographic duties under the direct personnel surveillance of a qualified radiographer.

5.0 QUALITY ASSURANCE PROGRAM Measures shall be establiched to ensure that items designated to be controlled by the QA Program are carried out in accordance with INDT's Radiation Safety Procedures.

In an effort to assure that all packages used by INDT were designed and manufactured under a QA Program, approved by the Nuclear O

Regulatory Commission, certification to this effect shall be received from the manufacturer.

5.1 Training

Radiographic personnel engaged in any portion of INDT's QA Program 'shall receive sufficient training in INDT's Radiation Safety Program procedure which pertains to procurrement, use, caintenance and transportation of radiographic exposure devices prior to engaging in radiographic duties covered under this program.

5.2 Document Control:

All documents related to a shipping package will be maintained and controlled in accordance with INDT's Radiation Safety Program Procedures (QCP 99 & QCP 203).

5.2.1 The Radiation Safety Officer shall insure that all QA functions are conducted in accordance with the latest applicable changes to these documents.

p 5.3 Handling, Storage and Shipping:

Handling, storage, and shipping of packages of radioactive materials shall be performed in accordance with INDT's Radiation Safety Procedure (QCP 99 & 203).

5.4 Maintenance Inspections:

Radiographic exposure shall be checked on a daily basis prior to the usage of a radiographer in accordance with the daily maintenance inspection procedure as described in QCP 203 (Operating and Emergency Procedure).

5.4.1 Quarterly maintenance shall be performed in accordance with QCP 99A-3 by radiographic personnel quarterly to perform these inspections.

5.5 Quality Assurance Records:

INDT shall maintain records of package approvals, procurement, inspections, maintenance, audit results, personnel training and qualifications and records of shipment will be maintained on file at Corporate and the appropriate division offices.

Title:

QUALITY CONTROL PROCEDURE Q A Program for 10CFR Part 71 5.6 Audits In an effort to assure that the QA problem described in the procedur'e is properly implemented, periodic audits shall be performed by members of INDT's Radiation Safety Administrative StafC.

5.6.1 Audit performed QA functions to assure compliance with the QA Program shall be performed in accordance with a written guideline'for this program. QA audits shall be performed at least once a year for each activity within the program.

5.6.2 Audit reports shall be reviewed by the Radiation Safety Review Committee.

If necessary, the cause of action to be taken to leviate non-compliance items shall be approved and or written by the Radiation Safety Officer or a member of INDT's Radiation Safety Review Committee.
