2. Licensee Action on Previous Identified Items

(Closed) Unresolved Item (304/79-02-02): Snubber VC279-S2 was welded to

a leak chase structure, the reservoir for Snubber VC279-S7 was mounted on

the side of the cylinder, and there were several small snubbers with leaks

at the adjustment screw seals. Based on a review of related records and

other-documentation and on examination of a the photograph that was taken

at the location, the corrective actions taken to resolve this unresolved

item were considered adequate. The site SNED staff verified the snubber

correction conditions in August 1985.

(Closed) Unresolved. Item (304/79-02-03): .The licensee committed to

evaluate the difference in the steam generator snubber (SGS) cold

position settings (CPSs). The NRC inspector reviewed the following

correspondence that addresses this evaluation:

1980.

Based on his review of these documents the NRC inspector has no further

questions.

(Closed) Unresolved Item (304/81-24-01): Follow up on the snubber

overhaul program to replace all seals for ITT-Grinnel hydraulic snubbers.

The snubber seal overhaul program was completed in the Fall of 1985.

The proper fluid reservoir positions were verified by CECO SNED staff in

August 1985.

(Closed) Unresolved Item (304/81-24-02): Licensee actions to revise the

snubber Technical ' Specification (TS) in response to NRC-NRR generic

letter, dated November 20, 1980. On June 28, 1985 the licensee submitted

to the NRR the proposed TS amendment that addresses snubber surveillance

and testings for both mechanical and hydraulic snubbers. The TS changes

became effective January 22, 1986. The NRC inspector reviewed the

affected TS Sections (3.22, 4.22 and 6.5) and had no adverse comments.

The TS amendment will be implemented for Unit I during Summer 1986

refueling outage.

(Closed) Unresolved Item (295/82-29-01; 304/82-26-01): The licensee

agreed to evaluate snubbers with little or no thermal displacements for

possible replacement with rigid restraints. The NRC inspector reviewed

the Stone and Webster (S&W) Engineering Corporation letter to Ceco,

No. ZPS-283, " List of Snubbers with Thermal Movement 1/8" or Less," dated

March 15, 1983, and had no adverse comments. CECO SNED has reviewed the

S&W 1etter and is considering the replacement of some snubbers in the

future.

3. Licensee Actions on IE Bulletins

(Closed) IE Bulletin 79-07 (205/79-07-BB; 304/79-07-BB): " Seismic Stress

Analysis of Safety-Related Piping," dated April 14, 1979. The bulletin

requested the licensees to verify that appropriate load combination

methods had been utilized in the piping stress analysis computer

programs. The following CECO letters were submitted to RIII:

Based on the NRC staff's review of the above documents and RIII followup

on the piping analyses performed in response to IE Bulletin 79-14, the

NRC inspector concluded that CECO had taken adequate measures to resolve

this bulletin.

(Closed) IE Bulletin 81-01 (295/81-01-BB; 304/81-01-8B): " Surveillance

of Mechanical Snubbers," dated January 27, 1981. The NRC inspector

reviewed the following CECO letters to RIII:

January 14, 1982.

The CECO letters stated that all 29 Pacific Scientific Company PSA

mechanical snubbers installed in Zion Unit 1, and all 47 PSA mechanical

snubbers installed in Zion Unit 2 were visually inspected and manually

stroke tested. No deficiencies were identified.

4. Snubber Inservice Inspection

The NRC inspector reviewed the records from the Zion Unit 2 snubber

inspection an~d tests conducted during the plant refueling outage in the

Fall of 1985. The snubber. inspection and testing requirements are stated

in TSS 15.6.48, " Hydraulic and Mechanical Snubber Surveillance," Revision 4,

da~ted April 25, 1984. The following records were reviewed:

  • . Hydraulic Shock and Sway Suppressor Test Record, dated September 24

through December 2, 1985.

  • Mechanical Snubber Surveillance Procedure Inspection Data Sheet,

dated October 24, 1985.

  • Snubber Surveillance Procedure Inspection Data Sheet Supplement,

dated December 10, 1985.

  • Hydraulic Snubber Surveillance Procedure Inspection Data Sheet,

dated December 16, 1985.

No violations or deviations were identified as a result of the review.

5. Exit Interview

The NRC inspector met with licensee representatives (denoted in. Paragraph 1)

at the conclusion of the inspection. The inspector summarized'the scope

and findings of the inspection. The inspector also discussed the likely

informational _ content of the inspection report with regard to documents

reviewed by the inspector during the inspection. The licensee representa-

tives did not identify any such documents as proprietary.
