Dear Dr. Goldin:

Thank you for your letter of June 15,1999, to former Chairman Shirley Ann Jackson requesting that the Nuclear Regulatory -Commission (NRC) provide a technical advisor to the Interagency Nuclear Safety Review Panel (INSRP) being formed to review the safety analysis of NASA's Mars Surveyor 2001 mission. The Commission understands that, pursuant to National Security Council Memorandum #25, this INSRP will document its review findings in a report to NASA and to the President's Office of Science and Technology Policy.

We are pleased to participato in Mars Surveyor 2001 mission and have appointed Mr. Charles Bartlett as Technical Advisor to this INSRP, with Dr. John Randall as Alternate. Both are members of NRC's Office of Nuclear Regulatory Research and have previously served on INSRPs for NASA's 1996 Mars Pathfinder and 1997 Cassini missions. Mr. Bartlett may be i

As you may recall from NRC's previous INSRP participation, the NRC is required by the Omnibus Budget Reconciliation Act of 1990 to recover 100 percent of the cost of its activities from fees from licensees or transfer of funds from other Federal agencies. For this reason, we request that NASA provide for the transfer of funds to the NRC to cover costs incurred in supporting the Mars Surveyor 2001 INSRP review, i
