BROWNS FERRY NUCLEAR (BFN) PLANT UNITS 1, 2, AND 3 - CONFIRMATION OF ACTION -
DOCKET NOS. 50-259, 50-260, AND 50-296 In our letter to you dated March 24, 1986, TVA proposed to conduct its Accelerated Requalification Program for BFN in three groups of licensees.
However, in the first two groups, we have experienced a higher rate of attrition than expected.
This occurred as a result of both resignations from the program and licensees who were removed from training due to failure to meet the TVA minimum performance standards.
In order to meet our commitments concerning the Accelerated Requalification Program, TVA will now require four groups of licensees instead of three and the program must continue until March 1988.
Therefore, due to the need to provide operations support for recovery efforts, to maintain manning levels required by technical specifications, to extend the program, and to provide updated information to NRC, TVA is revising certain portions of the referenced letter. A summary of the revisions to the Requalification Program and Schedule is detailed in the enclosure of this letter.
He will not allow any licensee to participate in startup or operation of any reactor until such time as the individual successfully completes TVA's 16-week requalification program or passes an NRC Hot License examination.

y ENCLOSURE Group III will now begin training January 12, 1987 as opposed to January 5 as previously stated.
For Group III, TVA requests a requalification examination by NRC beginning July 20, 1987 for approximately 24 licensees.
Training will begin for Group IV on August 17, 1987 and TVA requests a requalification examination for approximately 20 licensees to begin March 7, 1988.
TVA will consider and take corrective action concerning any failures in Group IV based on the merits of each individual case.
If a Hot License examination is required during 1987, TVA shall request that it be administered concurrently with the requalification examination stated above.
License candidates will be enrolled in the Hot License Training Program during 1987 for two examinations in 1988.
We request the first examination be scheduled for March 7, 1988.
For the second examination, we request that it be scheduled for August 31, 1988.
As previously stated in enclosure 1 of the March 24, 1986 letter, TVA must still take exception to Section 13.7 of Chapter 13 of the FSAR in order to conduct the July 20, 1987 examination as requested in the letter of March 24, 1986.
TVA must also take temporary exceptions to NUREG-0737, Section 1.A.2.1, enclosure 4 (H. R. Denton letter); TVA Program Procedure 0202.05, paragraph V.E (now 6.3.7.2); and the Browns Ferry FSAR, section 13.3 for 1986 as stated in the March 24, 1986 letter for Group III licensees.
TVA further requests that the temporary exceptions stated above be extended for four individuals who will be participants in the Group IV training.
The four licensees scheduled for Group IV for which these temporary exceptions are requested are James Lamb, an SR0 licensee; and J. D. Casey, T. H. Gaddis, and T. R. Irwin, who are R0 licensees. He believe that this request for exception to the requirements stated above is justified as follows:
(1) James Lamb passed the requalification examination administered by NRC in November 1985; (2) the R0 licensees stated above obtained their R0 licenses as a result of the NRC examination given April 1985, and (3) all of these licensees participated in the 1985 Requalification Program and passed the annual TVA requalification examination. During 1986, these licensees remained cognizant of facility design changes, procedure changes, and facility license changes, and reviewed the contents of abnormal and emergency procedures on a regularly scheduled bases.
In addition, during 1986 these individuals received one week of Reactor Theory Refresher Training, one week of Mathematics Refresher Training, and one week of Thermodynamics Refresher Training. These four licensees will only be used for licensed duties on units in tha refueling or shutdown mode until the start of Group IV training.
