SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 84 TO FACILITY OPERATING LICENSE NO. DPR-61 CONNECTICUT YANKEE ATOMIC POWER COMPANY HADDAM NECK PLANT DOCKET NO. 50-213

1.0 INTRODUCTION

By letter dated June 6, 1986, the Connecticut Yankee Atomic Power Company (CYAPCO) submitted a request for changes to the Haddam Neck Plant technical specifications.

The amendment formalizes a surveillance requirement to perform a quadrant power tilt surveillance at least once per seven days. This surveillance test has been performed, by administrative requirement, at the above frequency since 1983. This requirement is being formalized to satisfy a staff request made during the review of the Cycle 14 reload application.

The surveillance requirement provides. further assurance that the input assumptions of the transient analyses are valid.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on July 2,1986(51FR24252). No coninents or requests for hearing were received.

2.0 EVALUATION At a meeting on January 23, 1986, the staff informed CYAPC0 that a quadrant power tilt ratio surveillance specification should be added to 8609250114 860918 PDR ADOCK 05000213 P PDR

the Haddam Neck Plant technical specifications to support proposed changes in plant operation for Cycle 14. At that meeting, CYAPC0 indicated that the Haddam Neck Plant had an administrative requirement to perform a quadrant power tilt surveillance at least once every seven days and that this surveillance has been performed at the stated frequency since 1983.

By letter dated June 6, 1986, CYAPC0 formally requested a change to the technical specifications to incorporate the required surveillance.

We have reviewed the proposed change and find it to be acceptable since it is more conservative than the present technical specification and will provide further assurance that the input assumptions of the transient analyses are valid.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change to a requirement with respect to the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20 and changes to the surveillance requirements. The staff has detennined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not'be endangered by operation in the proposed manner.

-and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of. the public.
