Subject:
Concurrence to Exceed 20% Power In Reference 2, Mr. McCarthy committed that Fermi 2 would operate below 20% power until he and the Independent Overview Committee were satisfied with operations in that power range. Reference 3 contirred in this position. The purpose of this letter is to inform you that Fermi 2 has successfully empleted the requirements of Test Corr 11 tion 1 and the commitments made in Reference 2.
'Ihe Fermi 2 On-Site Review Organization (OSBO) has completed its review of the results of Test Condition 1 testing and the requirements for entering into Test Condition 2.
Based on that review, OSRO has provided its recommendation and approval to enter into Test Condition 2 (exceed 20% power). The Independent Overview Committee has concurred with this position and the Chairrran of the Board has @ proved our request to enter Test Condition 2.
