COMMONWEALTH OF PENNSYLVANIA'S MOTION FOR LEAVE TO PARTICIPATE AS AN INTERESTED STATE PURSUANT TO 10 C.F.R. 52.715(c)
The Commonwealth of Pennsylvania (" Commonwealth") hereby requests leave to participate in the hearings scheduled in the above-captioned proceeding as an interested State, pursuant to 10 C.F.R. 52.715(c), for the following reasons:
1.
By order dated February 12, 1986, the Atomic Safety and Licensing Board, issued'a notice of hearing on the issuance of amendment to the facility operating licenses in the above captioned matter.
The Board has received contentions from interested parties and scheduled a prehearing conference for March 27, 1986.
2.
The Commonwealth has a continuing technical interest in the operation of Three Mile Island Nuclear Station, Unit 1.
The Commonwealth had participated as an interested State r
in a previous hearing on the same subject matter, ASLBP Docket No. 83-491-04-OLA.
The Commonwealth is interested in parti-cipating at the upcoming hearing to ensure that the facts are fairly presented and that the evidence is thoroughly analyzed.

The Commonwealth, through its nuclear engineering staff, has the technical expertise and onsite experience to evaluate the testimony and evidence which will be presented.
The Commonwealth is prepared to examine the issues raised by the contentions.

The participation of the Commonwealth of Pennsylvania will not cause delay or confusion, and will not complicate this proceeding.
For these reasons, the Commonwealth of Pennsylvania requests leave to participate in the hearing as an interested -State.
