Schedule Change for Detroit Edison's Annual Radiological Emergency Response Preparedness Exercise (FEIMEX '87)
Ris letter documents the discussion between Mr. W. Snell, Chief Emergency Preparedness Section, Region III and Mr. Thomas Randazzo, Director, Regulatory Affairs for Detroit Edison on January 22, 1987. The l
purpose of the conversation was to discuss a schedule l
change for Detroit Edison's Annual Radiological Emergency Preparedness Exercise (FEINEX '87).
FEIMEX '87 was originally scheduled to be corrlucted on March 11, 1987. In order to support the effort to conplete the Power Ascension Test Program and reach comnercial operation, Detroit Edison requested that the exercise date be moved to a date later in the year.
Based on other exercises to be conducted in the year, it was mutually agreed that FERiEX '87 would be conducted on August 19, 1987. Because FEINEX '87 is a utility-only exercise, the Federal Emergency Management Agency is not involved. His change in schedule meets the requirements of 10CFR50.47(a) (14) and 10CFR50, Appendix E.f.2.
Detroit Edison has previously submitted exercise objectives in as Reference 2 above. Based on the change in the exercise date, these objectives will be h[

'Ite state of Emergency preparedness at Fermi 2 was nost recently demonstrated in October 1986 in a partial participation exercise. 'Ite evaluation by both the melear Regulatory Conunission and the Federal Emergency Management Agency indicated that adequate protective measures can and would be taken in the unlikely event of a radiological energency. Changing the exercise date from March 11, 1987 to August 19, 1987 will not inpact

the capability to respond to a radiological energency.
