PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Hundred Thousand Dollars

($100,000) will be issued on or about March 26, 1986 to American Electric Power Service Corporation. The action involves the failure of plant personnel to correctly align valves in the performance of a containment integrated leak rate test on Unit 1, an inoperable Unit 2 control room ventilation system due to a closed air intake damper, the failure to conduct required air lock tests on Unit 2, and inadequate channel calibration and functional tests for Units 1 and 2. The base civil penalty was escalated by 100% because of multiple examples of similar violations and prior poor performance in the area of surveillance testing and procedure development.

It should be noted that the licensee has not Leen specifically informed of the enforcerrent action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice March 26, 1986 Telepnone Notification of Licensee March 26, 1986 A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of Illinois will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
