- JUNE 29,1999, MEETING WITH TVA TO BRIEF THE STAFF ON THE SEQUOYAH SPENT FUEL STORAGE STRATEGY On June 29,1999, representatives of the Tennessee Valley Authority (TVA), the licensee for the Sequoyah Nuclear Plant, met in a public meeting with members of the U.S. Nuclear Reguletory Commission (NRC) staff at NRC Headquarters in Rockville, Maryland. TVA requested this
]
meeting to brief the staff regarding ongoing efforts in planning spent fuel storage strategy, including licensing of an independent spent fuel storage installation (ISFSI), at Sequoyah Units 1 and 2 (SON). A list of attendees is given in Enclosure 1. The handout provided by TVA during the meeting is included as Enclosure 2. TVA has assigned a Spent Fuel Storage Team, headed by Masoud Bajestani, the SQN Site l Vice President, to provide planning guidance and engineering support for future storage of spent j (used) reactor fuel. Spent fuel from past plant operation is currently stored in the spent fuel pool l (SFP), located in the plant's auxiliary building. The SFP has limited storage capability due to l space limitations because it, as well as SFPs throughout the United States, was not designed to be a long-term permanent spent fuel storage facility. The SQN SFP is common to both units and has 711 fuel assembly storage locations remaining of 2,091 totallocations installed and j licensed. By early 2002, SON could no longer have the storage capability remaining to offload ; an entire core, if needed, unless other activities are pursued to amend the design basis and 1 Technical Specifications (TS) to provide additional storage capability. TVA's strategy for managing the fuel storage issue includes three primary activities.
- 1. The first one would be to justify partial credit for boron in the spent fuel pool. Boron is a neutron absorber and therefore limits the reactivity of the SFP. The safety analyses and TS use the assumption that the water in the SFP has no soluble boron present. In actual practice, a specified concentration of boron is maintained in the SFP. Taking partial credit, from a reactivity standpoint, for soluble boron on the spent fuel pool would allow storage of additional spent fuel assemblies, therefore extending the date by which the pool will be filled to capacity to 2005.
- 2. The cask pit rack does not presently have any fuel storage racks installed and is therefore not used for spent fuel storage. The SON TS state " . no more than 225 fuel assemblies will be stored in a rack module in the cask loading area of the cask pit."
Therefore, the SON operating license allows 225 additional assemblies to be stored in the cask pit if required. "lVA stated that a decision would be made whether or not to exercise tt a option by the Fall of 2001. f
- 3. The third option is dry cask storage involving construction of an ISFSI. TVA is in the process of developing plans for an ISFSI as a solution for long-term spent fuel storage

c - 9 and has tentatively selected the " Alpine Village" site as the most logical location for the facility (see Site #11 on page 4 of Enclosure 2). TVA stated it would apply for a dry cask storage license under the general provisions of 10 CFR Part 72 and would generally follow the guidance provided in NUREG-1571. TVA additionally stated that a letter was forthcoming that would notify the NRC that the 10 CFR Part 50, Appendix B Quali+y Assurance Program approved as part of the SON operating license would be applied to any ISFSI constructed at the SON site.* The project plan for the ISFSI indicated that the ISFSI would be constructed and ready to accept spent fuel casks by the Spring of 2004. Submittals for the above actions would be provided to the NRC for approval with appropriate leed time as indicated on Page 13 of Enclosure 2. The NRC staff had no significant questions or comments and expressed appreciation for a timely and informative presentation. NRC suggested another meeting in Spring 2001. l to*, w / Ronald W. P t . 1 July 16,1999 and has tentatively selected the " Alpine Village" site as the most logical location for the facility (see Site #11 on page 4 of Enclosure 2). TVA stated it would apply for a dry cask i storage license under the general provisions of 10 CFR 72 and would generally follow the guidance provided in NUREG-1571. TVA additionally stated that a letter was forthcoming that would notify the NRC that the 10 CFR Part 50, Appendix B Quality Assurance Program approved as part of the SON opera , iicense would be applied to j any ISFSI constructed at the SON site.* The project pL.i for the ISFSI indicated that the > ISFSI would be constructed and ready to accept spent fuel casks by the Spring of 2004. Submittals for the above actions would be submitted to the NRC for approval as indicated on Page 13 of Enclosure 2. The NRC staff had no significant questions or comments and expressed appreciation for a timely and informative presentation. NRC suggested another meeting in Spring 2001.
