Dear Mr. Verrelli:
This letter refers to the violation cited in the subject inspection reports which state: "During the Nuclear Regulatory Commission (NRC) inspection conducted on July 11 - August 10, 1986, a violation of NRC requirements was identified. We violation involved demonstration of auxiliary feedwater flow paths. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, I Appendix C (1985), the violation is listed below: Technical Specification 4.7.1.2.2d requires that the auxiliary feedwater system be demonstrated operable prior to entry into Mode 2 i following each cold shutdown by performing a flow test to verify the i normal flow path from the condensate storage tank through each l auxiliary feedwater pump to its associated steam generator. I Contrary to the above, the licensee failed to demonstrate that the auxiliary feedwater flow paths were operable prior to entry into Mode 2 during the Unit 2 startup from cold shutdown on July 21, 1986.
