Dear Ms. Conroy:

This is in response to your letter dated July 21, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), five categories of agency documents as they relate to Numinco (Numec Instruments and Control Corp.), a company organized by Nuclear Materials and Equipment Corporation (NUMEC)-

located in Apollo, PA.

In regard to category number two of your letter, NRC has no information available on the financial status of the company. In regard to category number four, you r L

may wish to contact Mr. Emil Moschella, Chief, F01/PA Section, Federal Bureau of Investigation, Washington, DC 20535.

The documents listed on the enclosed Appendix A are being placed in the NRC Public Document Room (PDF) located at 1717 H Street, NW, Washington, DC 20555, for public inspection and copying. The documents will be filed in PDR folder F01A-86-557 in your name.

The document identified on Appendix B is being withheld in part pursuant to Exemption 6 of the F0IA (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Commis- -

sion's regulations since the withheld information consists of personal informa-tion the disclosure of which would cause a clearly unwarranted invasion of

personal privacy.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The persons responsible for the denial of the document listed on Appendix B are the under-signed and Dr. Thomas E. Murley, Regional Administrator, Region I.

This denial may be appealed to the NRC's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U. S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an
