Revision to Technical Soecifications for MCZPR
Dear Mr. Dosa:
It is requested that the following revision be made to Appendix A to License No. R-94, Technical Specifications for the Manhattan College Zero Power Reactor.
Reactor Administrator and Radiation Safety Officer Positions to be Filled by the Same Individual
'1ha MCZPR current organization has the position of Radiation Safety Officer in a staff position to the Reactor Administrator. We are currently sivv=mafully functioning with both positions being filled by the same individual (as noted by the NRC inspector in our May, 1986 inspection). For a facility of this type, with negligible radiation levels and a routine and ui '- -niing schedule of monitoring and surveillance activities, the Reactor Administrator is quite capable of handling the Radiation Safety Officer's duties without undue demands on his time. Furthermore, there does not appear to be any conflict between the objectives, responsibilities, and duties of both positions.
It is therefore requested that the Reactor Administrator be permitted to

perform the duties of the Radiation Safety Officer in addition to his own, as appropriate to the staffing situation and qualifications of the Reactor Adminimi. tater. To arvv=plish this it is requested that the following language be N to parangapa 2 in section 6.1.2 of Appendix A.

"'Ihm Reactor Administrator may assume the aMari position of the Radiation Safety Officer ard carry out the duties of this position when dictated by staffing requirements, conditional upon appropriate qualifications."
