Company's (AP&L's) two nuclear power reactors at the Arkansas Nuclear One facility. In particular, he noted that you do not believe the Arkansas Nuclear One reactors are operating safely because you have observed giant cancers on

fish you have caught around the site. ,

t l In response to your concerns, we have reviewed the operations at Arkansas  :

i Nuclear One facility and we are not aware of any abnomal radiation levels in i i this area. The quantities of radioactive material that are released from the l Arkansas Nuclear One facility are controlled to levels far below the amounts  ;

whichwouldcauseabnormalities(suchasahigherriskofcancer)infish.

AP&L routinely takes and measures samples of liquid before they are released from the Arkansas Nuclear One facility., In addition, levels of radioactivity are routinely measured in the environment around the facility. The results of these measurements are recorded in reports that are available at the NRC Local j

Public Document Room (LPDR) located at the Tomlinson Library at Arkansas Technical University, Russellville, Arkansas. NRC also conducts a rigorous inspection program using NRC inspectors who are experts in environmental matters. Periodically, NRC independently collects and analyzes plant affluent samples to confirm the accuracy of effluent release data reported by AP&L. All 4

of NRC's inspection activities are documented in reports that are also on file  ;

in the LPDR.

We have also discussed your observations with representatives of AP&L. From samples of fish taken 18 times a year from certain locations in Dardanelle Reservoir, AP&L has assessed that no abnormalities have occurred in the fish species sampled with one exception. Excessive curvature of the spine was observed in the gizzard shad about 10 years ago. AP&L studied this condition and concluded that the excessive curvature most likely resulted from a pesticide

.used in faming.

Dear Mr. Shoemaker:

Thank you for your recent telephone call in which you expressed your concern that Arkansas Nuclear One is not safe and your feeling that it should be shut down.

I do appreciate learning of your concerns. As you might imagine, over the years I have heard from many people on this issue. Some have expressed thoughts similar to yours, while others have expressed complete opposition to any nuclear operation.

In that I do not possess the technical knowledge to assess the operation of nuclear power plants, I have over the years relied on the technical expertise of the Nuclear Regulatory Commission and its staff of technicians to judge whether these plants are being operated in a safe manner. To date, they have not found any defects in the operation of ANO that would cause the Commisssion to order it to shut down permanently.

However, I shall pass your thoughts on to the NRC and ask them to provide such comments as appropriate pertaining to the operation of ANO.
