Dear Dr. Murley:

This is to confirm that the Dniryland Power Cooperative (DPC) has decided to shut down the La Crosse Dolling Water Reactor (LACBWR) as the first step i

toward the eventual decommissioning of the plant. DPC plans to bring LACBWR to a cold shutdown and submit an npplication within the next few weeks to the U.S. Nuclear Regulatory Commission (NRC) to amend its existing provisional operating license to a " possess only" lictnse.

DPC will also begin development of a comprehensive decommissioning plan for LACBWR which will be submitted to the NRC upon its completion.

Mr. John Parkyn, the LACDWR Plant Superintendent, will coordinate all of DPC's activities with respect to the shutdown, the conversion to a possess-but-not-operate status, and the development of the decommissioning plan. We intend to work closely with the Staff of the NRC Office of Nuclear Renctor Regulation in connection with the scheduling and execution of these activities and to cooperate fully with your Staff in bringing all of these activities to a successful conclusion.
