My staff has completed their review of the request to eliminate the Plasticity Index (PI) requirement from construction specifications for cover and liner materials.

The URF0 staff concludes that for a design element, the PI should not be eliminated from the construction specification, and to do so would only reduce confidence in selected material for construction of the cover and liner.

The URF0 staff has completed its review of DOE's request to eliminate the Plasticity Index (PI) requirements from material specifications at the Lakeview, Oregon, UMTRA project.

The URF0 staff concludes that the deletion of the PI requirement is not in the best interest of the project.

It is URF0's position that deletion of the PI will serve only to lower the confidence level of the material selected for the cover and liner.
