Dear Mr. Denton:

Pursuant to 10 CFR 50.59, comunonwealth Edison proposes to amend Appendix A, Technical specification, to Facility Operating License NPF-37.

This amendment change is being submitted for your staff's review and approval.

The Byron Station Management has been reorganised. The changes requested reflect the most current on-.ite and off-site organizational structures. The required changes to the Administrative Controls portion of the Technical specifications (Section 6.0) have been made to reflect this new organisation. All functions are performed by individuals who meet the minimum acceptable levels described in Section 4.2.4 of ANSI N10.1-1971, for each '

respective requirement.

The proposed change is enclosed in Attachment A. .The attached change has received both On-site and off-site review and approval. We have reviewed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment B. t comunonwealth Edison is notifying the state of Illinois of our request for this amendment by transmitting a copy of this letter and its attachments to the. designated State official. ,

In accordance with the requirements of 10 CFR 170, a fee remittance in the amount of $150.00 is enclosed.
