SUBJECT:

ADDITIONAL WASTE STORAGE TANKS TO REPLACE EXISTING LAGOONS l

Nuclear Regulatory Commission (NRC) staff met a representative of Siemens Power Corporation (SPC) on June 17,1999. SPC has an agreement with the State of Washington to remove the waste storage lagoons from service by 2004. Additional waste storage tanks are needed to replace 'the ciurrent lagoon system. The Ammonium Recovery Facility will be enlarged to house the following tanks; carbonate solution (4000 gal), low uranium /high l ammonium waste (7000 gal), and a 12,000 gallon tank to replace Lagoon SA. SPC says there will be no new effluent emissions and installation will be between July 2000 to July 2001. SPC questioned the NRC on the need for an amendment to add these new tanks.

The staff advised SPC that the additional tanks would require an amendment. The staffis concemed about changes to the process description, emergency planning, and criticality l

control. SPC plans to submit an amendment by the end of September.
