Dear Mr. Chairman:

Thank you for bringing to our attention the recent General Accounting Office (GAO) report 99-67 on performance budgeting under the Government Performance and Results Act. The Nuclear Regu!atory Commission's (NRC) performance plan was one of the 35 plans that the GAO reviewed.

This GAO report validated our initial effort in FY 1999 to link our strategic goals to our allocated funding as a step in the right direction. NRC was cited in the report as one of only three agencies that had substantially changed budget and program activity structures to be consistent with planning structures and one of only 14 agencies that had allocated funding based on performance goals. In addition, in Figure 14 on page 27, GAO used NRC as an example to show how aligning its budget and planning structures created a simple relationship between program activities and performance goals.

In its review of the NRC FY 2000 performance plan, GAO observed that the NRC had measurable goals and quantifiable measures as well as a better discussion of how its strategies and resources helped achieve its goals. In addition, GAO found that NRC fully integrated its performance plan with its FY 2000 budget justification, a factor GAO believes to be important in the linkage between goals and funding.

For the FY 2001 performance plan, NRC continues to strengthen its linkage between performance goals and funding. The agency is currently revising the Nuclear Reactor Safety Arena chapter of the Strategic Plan to identify performance goals to which the agency will be managed and to link strategies more clearly to specific performance goals and program activities. A draft of the Nuclear Reactor Safety Arena chapter should be available for stakeholder review later this summer.

Again, thank you for bringing our attention to the GAO report 99-67. The NRC will continue to work with the Congress in achieving the expected results that will increase government performance as well as public confidence.
