TRIP REPORT-GE-VALLECITOS SNM-960 LICENSING RENEWAL FAMILIARIZATION, JUNE 9-11,1999 During the period of June 9-11 )M9, Andv.Rayland, Sean Soong, Harry Felsher, and Julie Olivier visited the GE-Vallecitc6.acdity to d3 cuss the renewal of Materials License SNM-960.

Also, we toured the facility and became familiar with their operations. We met with the following people from GE-Vallecitos:

Gary Stimmel, Manager, Vallecitos and GE-Morris Operations fI Ben Murray, Senior Licensing Engineer Chuck Bassett, Manager, Regulatory Ccmpliance.

1 Backaround GE-Vallecitos submitted a. renewal application for Materials License SNM-960 on January 21, 1999. Preliminary review of the License Application was done by Sean Soong, Radiation Protection; Harry Felsher, Criticality Safety; and Julie Olivier, Environmental Safety; the renewal application was accepted for review, and timely renewal status was granted in a letter to GE-Val l dated March 24,1999. The licensing staff visited the facility for familiarization and to interview e l the GE-Vallecitos staff about their operations.

q Theodore S. Sherr 2 Meetina The licensing staff met with Mr. Stimmel, Mr. Murray, and Mr. Bassett on June 10,1999. I introduced the members of our team and gave an overview of why we were visiting. I then did a page by page comparison of their license application to insure it was a match with ours (it was) and reviewed the Authorized Activities section of the application to ensure it was in order.

They did make a change to their authorized activities list and will send us a change insert to be docketed and placed in the application package. The significant change was the deletion of Section 1.1, " Product Processing Operations," the assembly modification, cleaning, and repair of unirradiated encapsulated assemblies. Significant addition was Section 1.2," Laboratory Operations, Experimental Assembly." Assembly, modification, cleaning, and repair of unirradiated encapsulated experimental assemblies.

Criticality Safetv Harry Felsher discussed criticality safety issues with Mr. Murray. Key items of interest were:

Locations where exemption from 70.24 (Criticality Alarms)is requested. The wording in the safety condition in the license will have to be changed, however, thers is no change in the physical locations for the alarm exemptions.

Training of staff and qualifications of management for criticality safety.

Location of use of >10% enriched U-235 material.

Criticality safety work performed at the site is static. It would require additional resources to revise current or create new analyses for any change in activities.

Clarification of criticality safety terms used at the site.

Tour of locations of use of SNM at the site including locations of criticality safety alarms.

Environmental ,

Julio Olivier discussed environmental issues with Mr. Murray and Mr. Bassett. Key items of interest were:

Precautions against animal intrusion Effectiveness of using a reconcentration factor in airborne effluent limit value calculations.

Derivation of Groundwater action levels.

Negative bias in effluent measurements of lodine-131.
