1. INTRODUCTION

'At 11:47 AM on Friday, January 31, 19 6 on' earthquake with a magnitude of 5.~0 on the Richter scale struck Northeast Ohio.

- The-epicenter of the earthquoke is estimated to be near r Thompson, Ohio,-less than 10 miles from the Perry Nuclear Power Plant.-

While only preliminary informotion as available on the

In li9ht of this information. Ohto Citizens for Responsible Energy ('OCRE*) hos moved to reopen the hearing record in the Perry operating license proceedtng, for the purposes or admitting and litigottng the rolloutng neu contentton:

Secouse fuel loodsng of Perry Unit 1 is scheduled for sometime this month (perhaps os soon as mid-February). OCRE also rands te necessary to rile this oceton pursuant to 10 CFR 0.006 in order to ensure tnot Itcensing does not proceed before this matter hos been thoroughly investagoted.

II. RELIEF REQUESTED OCP,E requeses that ruel loodtog not be p e r nii t t e d , and that no operotang license for any power level be issued. untti the following actions have been accomp11shed:

1. The Perry fluclear Power Plant has been thoroughly inspected for d a ro o g e resulting from the January 31 earthquoke, Thts should include the use or nondestructive evoluotion techniques os well as visuoi inspection.

' :: . Post-eorthquake functional testing or oli plant systems is completed. These tests should include, but not be limsted to, contoinment integrated leak rote testing and hydrostatic testing of the reactor coolont pressure boundary.

3. Full completion of any corrective actions or repoirs found to be necessory os a result of the testing and inspection delineated aboVe, 5, A comprehensive investigotton of the January 31 earthquake o r. d a reevoluotion of local setsmicity by the Cleveland Electric
