Ycb Thank you for your June 8,1999 letter offering Conference of Radiation Control Program Directors, Inc. (CRCPD) resources to assist the Intemational Atomic Energy Agency (IAEA) with developing and upgrading national regulatory infrastructures. Incidences of lost or

" orphaned" radioactive sources have been increasing in many lAEA Member States, spurring the Board of Govemors to request that the IAEA Secretariat create an Action Plan to address this problem in a more comprehensive manner. Because the IAEA's budget is limited to "Zero Real Growth" (that is, no increases in the IAEA's budget except for inflation), available resources to fund new or expanded programs of assistance within the Department of Nuclear Safety are scarce. The expertise and experience of CRCPD members would therefore be invaluable to lAEA efforts in radiation protection, the Model Project on Upgrading Radiation Protection Infrastructures, and the problem of orphan sources.

By copy of this letter, I am conveying your offer to Ms. Linda Gcilini, Office of Multilateral Nuclear Affairs, Department of State, who is helping to coordinate U.S. assistance to the
