Dear Dr. Grace:
I have written this letter to inform you of decisions made by the management of Virginia Electric and Power Company and to convey our attitude regarding the recent incident at Surry Power Station Unit 2 on Decenber 9, 1986.
As you know, vi have made the decision to shut down Surry Unit 1.
This decision was based on our judgement after considerable discussion with my staff and to better address the potential for a similar incident in Unit 1.
I want to assure you that an aggressive and thorough review of the incident in Surry Unit 2 will be conducted. Also, be assured that a similar aggressive and thorough review of the material condition of the Surry Unit i feedwater piping will be conducted.
In my view, such an aggressive and thorough review requires a very structured and controlled multi-discipline technical investigation. This approach, I am convinced, will ultimately lead to a root cause determination.
We are reviewing the incident in Surry Unit 2 and material condition in Surry Unit 1 in this manner.
We will support your on-site investigation team in every way possible.
We fully intend to communicate our information in a timely manner and in an open and candid fashion.
