On January 5,1987, GPUN discussed by phone with J. Thoma (NRC) the seismic evaluation of the control room panels and instruments at TMI-l required by R.G. 1.97.

By letters dated October 1, 1984 (5211-84-2252) and June 5,1986 (5211-86-2097) GPUN committed to verifying the seismic adequacy of the subject panels and instruments by the end of the Cycle 7 refueling (currently scheduled for fall 1988).

With the resolution of the USI A-46 issue via Generic Letter 87-02 dated February 19, 1987, GPUN intends to use the methodology of Generic Letter 87-02 based on experience data to demonstrate seismic qualification of the control room panels, including ir.struments mounted on the panels.

This is n exception to the guidelines of R.G.1.97 which specify that the seismic portion of qualification should be in accordance with R.G.1.100 and IEEE-344 '975.

Based on our understanding of the January 5,1987 phone r versation, please be advised GPUN will complete the Control Room (R.G.1.97) panel and instrument seismic qualification by the end of the Cycle 7 refueling outage.

GPUN requests notification within 30 days of the date of this letter if this approach is unacceptable or if additional information is required.
