NOTICE OF VIOLATION Northeast Utilities Company Docket Nos.
50-245 Millstone Nuclear Power Station 50-336 Units 1, 2 and 3 50-423 License Nos. DPR-21 DPR-65 NPF-44 During an NRC special inspection conducted on December 11 and 12, 1986, an NRC inspector reviewed the circumstances associated with a violation of NRC requirements identified by the licensee and reported to the NRC. The violation involved a degradation of the protected area barrier.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions",10 CFR 2, Appendix C, (Enforcement Policy) (1986), the violation is set forth below:

This is a Severity Level IV violation. (Supplement IV) l Pursuant to the provisions of 10 CFR 2.201, Northeast Utilities Company is hereby required to submit to this office, witnin thirty days of the date of the i
letter which transmitted this Notice, a written statement or explanation in reply addressing the alleged violation, including: (1) admission or dental of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps that have been taken and the results achieved; (4) the corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to utending this response time.
