The ACRS concluded that earthquakes receive " appropriate
- limited consideration" in off-site emergency planning, however, they concluded that the contemporaneous occurrence of an 1 1 earthquake =and a. major nuclear accident need not be considered 7
, - in off-site emergency planning. _The ACRS has emphasized that the various: natural' phenomena-should be considered in site-specific contexts. With respect to safety goals, the ACRS
, believes that too much' emphasis has been placedon benefit-cost.
analyses, and not.enough on defense in depth.. We can also g expect H. Lewis'to.' remind us-that the " median failure rate"'is
- . erroneous .-
- The authors of'the ACRS Effectiveness-Report have urged that
.ACRS. adopt aimore general,. technical policy oriented approach, and not, for example, review every nuclear plant application ~
that comes before the Commission. The authors even suggest 4 - that the ACRS' name be changed to reflect a-new orientation.
