4 This is the third day of the 464th meeting of the Advisory 5 Committee on Reactor Safeguards. During today's meeting, 6 the committee will consider the following, Highlights from 7 the Incident Report System, Future ACRS Activities, Report 8 of the Planning and Procedures Subcommittee, Reconciliation 9 of ACRS Comments and Recommendations. ,

10 Portions of today's meeting will be closed to 11 discuss information provided in confidence by a foreign 12 source. Organizational and personnel matters that relate 13 solely to the Internal Personnel Rules and Practices of the 14 Advisory Committee and matters, the release of which would

) 15 constitute a clearly unwarranted invasion of personal 16 privacy.

17 The meeting is being conducted in accordance with 18 the provisions of the Federal Advisory Committee Act. Dr.

19 John T. Larkins is the designated federal official for the 20 initial portion of the meeting.

21 We have received no written statements or requests 22 for time to make oral statements from members of the public 23 regarding today's session.

The first order of business today is to discuss 4 some disciplinary actions that we have to take, and I want 5 to call the Executive Director of the ACRS before us to l 6 straighten him out severely on some serious considerations 7 here.

8 DR. SEALE: Flogging will cease when morale 9 increases.

10 DR. POWERS: John, if you will come forward, we 11 have to discuss this serious problem you have of showing up 12 for now almost 30 years.

13 Maybe I can walk up here. He is getting so 14 decrepit he can't move around.

16 DR. POWERS: Interestingly enough, for one of her 17 last acts as the Chairman, Shirley Jackson said, boy, I have 18 got to honor this guy for 30 years of service to the 19 government, and I hasten to add -- what, the last -- how 20 long have you been here?

22 DR. POWERS: No, at the ACRS. Too long. j l
