Task 7: Passing Points 7.a.
Pts shall prepere fonns, review sheets, and rating scales to be used by the subject matter experts at Panel Meeting 4 to be attended by tiRC headquarters personnel as well as representatives of the regions.
These materials will be required to evaluate the results of the BWR pilot test which is currently being conducted as an essential part of the BWR Catalog developoent and Handbook revisions. At this time, examination outlines for the written licensing examination are being developed with the guidarce provided in the revised Handbook '(draft NUREG-1121).
Examiners must then use the outlines to complete the written examinations to the extent possible given the evidence of E5-1021. The materials prepared by PE5 will be used to evaluate the nature and extent of the discrepancy between each of the examination outlines and the corresponjing examinations which are ultimately used in the licensing process. Such information is essential in order to evaluate the impact of the proposed K/A selection plan on the content of the licensing examinations.
7.b.
PES shall document the results of data collected at Panel Meeting 111 with the PWR subject matter experts and present a proposed sampling plan for the selection of K/As from the PWR Catalog. For discussion purposes, the differences in testing emphasis between the PWR and BWR catalogs will be highlighted.
If possible, discrepancies between the overall sampling plans may be reduced or eliminated.
7.c.
PES will outline the implications of the current standard setting procedures and document the resulting pass / fail rates. Then, PES shall prepare forms, review sheets, and rating scales to be used by the subject matter experts to analyze the impact of the current standards on the examinations which might be developed from the test outlines produced with the guidance of the revised Handbook.

PES shall prepare rating scales to be used by the subject matter experts to analyze and compare the impact of corrpensatory and non-compensatory standard setting practices for multiple sections of the written examinations using both the guidance of NUREG-1021 and the guidance in the revised Handbook for the development of written licensing examinations for both PWR and BWR facilities.
7.e.
PES shall assist the NRC in conducting a 5-day subject matter expert panel review meeting (to be convened in the Metropolitan Washington, DC area by HRC) to:
review the results of the pilot-test of the BWR catalog; compare the composition of the exams produced by NUREG-1021 and by the guidelines outlined in the revised Handbook (draft HUREG-1121); review the differences in the proposed guidance for BWR and PWR facilities; establish passing points (standard settinn) for the sections of the written examination; and review the effects of compensatory and non-compensatory passing points for the sections of the examination.
7.f.
Vithin 21 days of the completion of 7.e., PES will submit a final report of the results of the b day panel meeting which will include:
the development of a final sampling plan for the selection of K/As a.
from the PWR and the BWR catalogs for R0 and SRO written licensing examinations; b.
camera ready copy of the guidance to be included in the Handbook for the selection of K/As for the R0 and SRO written examinations at PWR and BWR facilities; final recomendations regarding the establishment of defen'sible c.
standard setting procedures for the separate sections of the written examination and for the total score.
Under Section F.3, Dgtettgo_gf _Ggettact_ Pet [gd, the period of perf ormance is extended f rom December 17, 1986 through September 30, 1987.
Under Section G - Contract Administration Data, Paragraph G.1, Consideration, ggtimated_ggst,_Eixed_Ece_end_Ob11 gat 199 is revised to read as f ollows:

It is estimated that the total cost to the Government for full performance of this contract is $ 350,070.15 of which, the sum of $331,009.64 represents the estimated reimbursable costs, and of which $19,060.12 represents the fixed fee.
2.
Total f unds currently availabic f or payment and allotted to this contract are increased by $40,000.00 f rom $310,070.15 to
$350,070.15.
