. Page 2 of 9 1.0 PURPOSE AND SCOPE 1.1 This procedure establishes a testing program and outlines testing requirements for routine and Emergency Communications equipment operated by the South Texas Project Electric Generating Station

( STPEGS).

2.0 DEFINITIONS 2.1 Emergency Notifications System (ENS): a telephone circuit provided by and used to communicate with the Nuclear Regulatory Commission (NRC).

2.2 Health Physics Network (HPN): a telephone system provided by and used to communicate with the Health Physics section of the NRC, or other nuclear power plants.

3.0 RES PONSIBILITIES 3.1 Facilities Services Division is responsible for the communications testing program at STPEGS which includes:

3.1.1 Maintaining a list of communications equipment currently in use, including equipment serial number and assigned area.

3.1.2 Developing the test procedures.

3.1.3 Scheduling equipment tests in accordance with the Recurring Action Tracking System (RATS) procedure OPG03-ZA-0068.

NOTED Daily testing is listed but does not qualify for scheduling on RATS.

3.1.4 Performing communications equi pment tests.

3.1.5 Documenting test results using the acceptance criteria forms found in the test proced ure s.

4.0

~ TEST PROCEDURES -

4.1 Communications Test Procedures shall-be written, reviewed approved, and revised in accordance with O PG P03-ZA-0002, ' " Plan t Proced ure s".

4.2 Communications Test Procedures are division procedures and shall follow the numbering system O PFP03-CN-XXX.

See Addendum 1 for a typical listing of procedure n umb e r s.

4.3 Each test procedure shall test one type of communication equipment at one periodicity. For example, annual telephone testing will be in one procedure, quarterly telephone :esting will be in another.

4.4 The following steps should be considered for inclusion:

4.4.1 Equi pment models to be tested.

4.4.2 Administcative controls to ensure that prerequisites are met.

4.4.3 Directions to perform the following tasks:

4.4.3.1 Obtain the latest equi pment list from the Facility Services Division Manager.

4.4.3.2 Obtain the appropriate technical manual and review the instructions.

4.4.3.3 Set up any special test equi pment and/or place personnel at appropriate loca tions.

4.4.3.4 Perform the communications test.

4.4.3.5 Fill out the appropriate Acceptance Criteria form.

I quantitative or qualitative criteria, as J appropriate, for use in j udging.the success or

. failure of the test.. Acceptance criteria should be in' the form of specific pass-fail criteria, if possible. ' A separate Acceptance Criteria Form shall be. produced -for each procedure I

'section and shall include at least the following in forma tion :-

a. Name of the person performing the test with a signature, date and time signifying completion.
b. Component tested showing serial nusber if more than one exists.

c. Acceptance criteria.
d. A note showing how long the completed form will be kept by document control.

5.0 SYSTEM TESTING REQUIREMENTS i
