...This letter concerns-the routine safety inspection of activities at

ZION NUCLEAR-POWER STATION UNITS 1 and 2 RESPONSE TO NOTICE OF VIOLATION ITEM OF NONCOWLIANCE As a result of the inspection conducted on August 20-23, 27 and 28, 1985,.and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified: i q

The licensee's Chemistry Procedure ZCP 531-7, "?erformance Test for the Eberline Model SAC-4 Scintillation Alpha Counter," (hevision 0, May 5, 1985), requires that the SAC-4 be.taken out of service and Cnemistry Supervision be potified if a performance test result falls outside limits defined by the designated logbook.

Contrary to the above requiremert: daily performance checks on the SAC-4 during June 1985 were outside the acceptable range on 7 occasions with no evidence that the instrument wqs,taken out of service nor that Chemistry Supervision was notified.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED The Chemistry Supervision emphasized to the Radiation-Chemistry Technicians (RCT's) the importance of properly following the procedure for daily performance checking the SAC-4 instruments. The daily performance checks have been performed in accordance with ZCP 531-7 since the RCT's were spoken to.

.y CORRECTIVE ACTION TO BE TAKEN TO AVOIO FURTHER VIOLATION Because of a statistical variation inheretic in the method of the daily performance check measurement, ZCP 531-7 isrbeing revised to allow for a second measurement if the first measurement is outside the acceptable lange. Thisprocedurerevisionwillminimize$heneedtotaketheinstrument out of service because of unacceptable results from the performance check.

l o In addition,~ chemistry procedure ZCP 401 is being revised to add a

' ew Table 72. Table 72 will be used to identify non-computerized -instrumen-n

tation, such as the SAC-4, on the daily surveillance report. This will

. provide documentation that the instrument has been taken out of service and'

. Chemistry Swervision has been notified when -it performs outside' the acceptable range.

-DATE WHEN FULL COMPLIANCE WILL BE' ACHIEVED JThe RCT's were instructed on the need to properly follow the procedure ~on August 27,:1985 and the SAC-4 daily performance checks have been performed in accordance with procedure ZCP 531-7 since then.

The revisions to procedures ZCP 531-7 and ZCP 401 will be made by Decenber 24, 1985.
