Withdrawal of Vermont Yankee's Proposed Change No. 71, " Safety Relief Valve Setpoint Requirements and Corrective Update - Vermont Yankee Technical Specifications"

Dear Sir:

By letter, dated March 17, 1978 [ Reference (b)], Vermont Yankee submitted Proposed Change No. 71 to amend its operating license by requesting certain changes to the Technical Specifications. The purpose of this letter is to withdraw the subject amendment request from consideration.

Proposed Change No. 71 addressed two areas: 1) it provided certain corrective updates to the Technical Specifications; and 2) it addressed the issue associated with the possibility of simultaneous safety relief valve actuation. Vermont Yankee has determined that the corrective updates to pages 35, 116b, and 116c are no longer necessary due to either subsequent deletion of the pages from the Technical Specifications, or incorporation of the requested change within a subsequent amendment request. With respect to the change request to Page 16 associated with safety relief valve actuation, Vermont Yankee has determined that this issue is effectively addressed without the proposed Technical Specification change. Vermont Yankee has concluded that simultaneous second actuations of safety relief valves will not occur at Vermont Yankee on the basis that only one safety relief valve is in the low setpoint group as specified in Section 2.2.B of the current Technical Specifications; thus, procedural controls combined with existing Technical Specification requirements are sufficient to ensure that only one valve actuates at the lowest setpoint.
