The Peach Bottom Atomic Power Station annual emergency exercise was held on October-17,:1985.

During the exercise, some of the participants from past years were not immediately available to carry out the responsibilities of key

management positions in the emergency organization. As a result, the response

-of the emergency organization was deficient in several areas. These deficien-cies were discussed by the NRC observation team during the 'NRC critique on October 18, 1985.

On October 23, 1985, Ms. R. Kankus, Director of Emergency Dreparedness for the f

Philadelphia Electric._ Company, met with Mr. T.

L.

Harpster, Chief of the Emergency Preparedness Section,.in the Region I office to discuss the exercise deficiencies and 'the appropriate corrective actions.. As a result of the discussions -. at ' this meeting, it is our understanding that the following-actions-will be taken by Philadelphia Electric Company.

1.

Review and revise the PBAPS emergency plan and implementing procedures '

to:

clarify. the authorities and responsibilities of key positions in the emergency response organization..The key positions should include, but should not be limited to, the ~ positions of the Site Emerg'ency Coordinator. (SEC), the Emergency Director (ED), the Dose Assessment Team Leader (DATL), and the Operations Engineer.

correct ambiguities caused by interim position titles, e.g., interim SEC.

clearly define the-lines of infonnation flow among key positions.

J The above actions will be completed no later than January 31, 1986.

Review L and revise the' emergency plan and implementing procedures to incorporate -the basis and methodology for implementing protective action decision-making.

The above actions will be completed no later than December 31, 1985.

Review 'and revise the _ event classification precedure to ensure - that declarations are based upon the integration of plant parameters and radiological-and environmental conditions.

The event classification procedure should.not be limit'ed to specific sensor readings, but should also include descriptive conditions which are indicative of overall plant status and radiological and environmental conditions.

The above actions will be compl,eted no later than December 31, 1985.

Conduct training, both classroom and practical, to ensure that:

~

an adequate number of personnel (including backups) are readily available to staff and execute the responsibilities of the SEC, ED, and DATL positions.

personnel responsible for event classification are,(nowledgeable in the use and application of the event classification procedure.

personnel responsible for dose assessment are knowledgeable-in-the basis, objectives, and methodology of protective action decision making.

The above training will be completed no later than March 31, 1986.

Conduct periodic drills (approximately every four months) to provide training in key areas of the emergency plan.

Drills conducted prior to the CY 1986 annual exercise shall incorporate the revisions in items 1, 2, and 3 above.

The implementa-tion of these actions wila be reviewed.in subsequent inspections of your program.
