Dear Mr. Denton:
As requested in the Safety Evaluation Report (SER) dated August 8, 1986 Georgia Power Company (GPC) has reviewed the generic SER of the Operability /
Reliability of Emergency Diesel Generators Manufactured by TDI. As a result of the review and evaluation of the NRC staff's recommendations it has been concluded that GPC is in agreement with the SER with the following clarifications:
I.
SER - Section 2.1.3.7 "The staff concludes that baseline ultrasonic elongation measurements must be performed for all DSRV connecting rods either as part of the DR/QR (perservice) inspection or, in the case of operating plants, at the first availability,
Response
i Ultrasonic elongation (UT) measurements of the connecting rod bolts were not required at the time of the DR/QR inspection and have not been performed to date. GPC will perform a UT of the two pairs of bolts above the crank pin in their torqued configuration prior to fuel load. GPC will commit to the staffs' requirements to perform UT measurements of the bolts prior to and following each bolt assembly during any future disassembly of the connecting rods.
Plant procedures will be revised to reflect the 93% criteria.

SER - Section 2.1.3.16 "The staff believes that all the TDI owner utilities should check each engine base for degenerate Widmanstaetten graphite."
Response
Neither the Owner's Group nor PNL considers this material test to be necessary nor does the Owner's Group recommend the testing be performed.
The Owner's Group Inspection Program is sufficient to ensure adequacy of the base structure. The stress in the base structure is lower than in the block where the Owner's Group does recommend this type of testing, and the consequences of cracking in the base is less serious. GPC will commit to the Owner's Group program pending future resolution on this issue between the Owner's Group and the NRC.
III. SER - Section 2.2 "The staff and PNL have therefore concluded that ea'ch individual owner should implement all Owner's Group recommendations stemming from the plant specific Phase II evaluations."
Response
GPC will take exception to two Phase II recommendations that have been identified. Other Phase II recommendations are presently being evaluated. Technical justification for exceptions will be provided later. GPC estimates the total number of Phase II exceptions will be less than ten.
In addition to technical justification for exceptions to Phase II recommendacions GPC will provide a response to an evaluation of the DR/QR Report, Board Notifications and recent licensee event reports by September 19, 1986.
