  • Page 2 Section B - Supplies or Services and Prices / Costs B.1 Brief Description of Work The contractor shall furnish all labor and materials required to satisfy complete installation of movable, unitized partitions, including doors, hardware, connectors, and glazing as described in NRC's specifications and as shown on project drawings for One White Flint North and Two White Flint North.

The contractor shall coordinate its product line with the Haworth systems furniture to be utilized for this project. This coordination shall include placement, dimensioning, and installation of bracketing 4 for all Haworth components to be hung from the demountable walls.

B.2 Pricing Schedule A. Background The space planning process for floors 3-18 of the One White Flint North Building is currently in progress. Layouts for floors 1E. 16, 17 and 18, have been essentially completed. Typical floor layouts

. for floors 3 through 14 have been developed to assist in quantifying i

the number of walls required in the first building. Copies of these floor plans have been attached to this solicitation.  !

All other configurations will have wall or panel hung, systems furniture components, as indicated in the attached prototypical work stations.

The total maximum quantity of movable, unitized steel partitioning to be ordered is 18,000 to 21,000 lineal feet (estimated at 10,000 to 12,000 lineal feet for the first building and 8,000 to 9,000 liner 1' feet for the second building), which includes an array of conne t. tors , glazed panel options, connectors, and associated components typically utilized in similar, commercial office installation.

', l For estimating purposes, fabric covered accent walls may be limited l to those on floors 17 and 18 and type A, B, C. & E offices. All other walls will be painted metal.

Prices for glazed partitions options shall be listed for purposes of price evaluation by the requested widths, heights, and styles indicated on the pricing schedule. Additional sizes and configurations other than those indicated below may be required during the period of this contract. These requirements will be negotiated into the contract through the authority of the CHANGES clause.' Subsequent layouts will further define actual glazing alternatives.

Unit prices for Building .fi and #2 shall include material, delivery '

In addition to quantitles stated in NRC's specifications, an. attic stock of approximately 5% of total door frames, hardware and movable partitions and comp)nents shall be provided and priced. This price shall not include installation costs.

The contractor shall provide a cocplete Unit Price List for the total array of component.and partitioning types available from their entire product line from which NRC may place orders.

All unit prices, including the prices for ATTIC Stock and those components on the Unit Price List, shall be in effect for five years.

3. Attic Stock NRC may require an " attic stock" of demountable wall components to accomodate future changes in the physical layout in One and Two White Flint North.

RS-ADM-87-203 Page 8 Components and their associated prices shall conform in all respects to the descriptions provided in NRC's specifications. Minor deviations of j component dimensions due to production techniques are permissible provided the proposed workstation configuration conforms with the i dimensions of the prototypical workstations. Any component deviations shall be plainly noted with the submission of the offer.

B.3 Consideration and Obligation.
a. The total estimated amount of this contract (ceiling) for the products / services ordered, delivered, and accepted under this contract is * . The Contracting Officer may unilaterally increase this amount as necessary for completion of orders placed with the
Contractor during the contract period provided such orders are within any maximum ordering limitation prescribed under this contract.

I Section C - Description / Specifications / Work Statement C.1 Statement of Work C.1.1 Background The United States Nuclear Regulatory Comission (NRC) intends to consolidate its Headquarters Staff, now housed in 11 locations in the Washington metropolitan area, into two buildings at the intersection of Rockville pike and Marinelli Road in Rockville, Maryland. The first building, One White Flint North, will be available for tenant alterations i in June, 1987. Actual occupancy will begin in August,1987, and extend I over a period of several months, as the interior construction is completed and relocation activities are coordinated. Approximately 1400 employees will be housed in the first building.

l Construction for the second building, known as Two White Flint North, will begin in the winter of 1988. Occupancy is tentatively scheduled for the winter of 1990. The remaining Headquarters employees (approximately 1,000) will then move to the Rockville site.

, l To provide a functional, flexible, and esthetically pleasing environment, while meeting the mandatory General Services Administration (GSA) space standard of 135 square feet per person, GSA and NRC have decided to use a ,

systems-furniture, open-plan design for the two buildings. This will be '

complemented by a floor-to-ceiling, movable, unitized steel wall l (partition) system that will accomodate the hang-on system furniture components with integral, concealed slotted standards. The movable, unitized walls will be used to construct private offices, conference rooms, l file rooms, corridors, and other general support spaces.

C.1.2 Scope of Work

a. The contractor shall furnish all labor and materials required to satisfactorily complete the installation of movable, unitized, steel partitions, including doors, hardware, connectors, and glazing as described herein and as shown on subsequent drawings.
b. The contractor shall coordinate its product line with the Haworth systems furniture components which NRC has purchased under GSA Federal Supply Schedule. FSC Group 71, Part II, Section E. to be used in One and Two White Fling North. This coordination shall include identification of the compatable slot type and placement, and development of bracketing for any hang on componentry and millwork.

Brackets not standard to the furniture manufacturer shall be furnished at the time of the partition installation by the demountable wall contractor,

c. Movable metal partition details and conditions as shown on the prototypical drawings are for reference and development of the proposal and do not reflect the entire range of conditions or quantities which

may be necessary to fulfill NRC's requirements. Final drawings will be provided to the~ contractor as they become available.

d. The following are the minimum characteristics of the required movable metal unitized, partitions system.
1. Interchangeable standardized units for solid panels, glazed panels, clearstory panels, and doors can be rearranged in any desired combination within the parameters of the building planning module.
2. The system can be erected over finished floor materials, specifically carpet and vinyl composite tile, without danage to floor materials.
3. The panels can be moved fully assembled without requiring disassembly and reassembly.
4. When panels are moved, all materials shall be 100% salvageable.

5. Steel panels must be delivered pre-assembled - including sound insulation, verticals, and other integrated components.

6. Each door unit shall be provided with a light switch installed in the latch side of the door frame. The switch shall be mounted 48" above the floor to the top of the switch. The switch shall meet or exceed the specifications for the following items:

7. All final wiring shall be provided by the government. The contractor shall install light switches wired with a quick disconnect at the door head for added flexibility.
e. The NRC' will ~specify the quantity of each type of workstation and provide final floor plans as they are completed. It is anticipated that construction for the first building will be completed in 9, two floor increments. A typical 13,400 square foot floor will have approximately 875 lineal feet of movable, unitized steel walls, to include an array of glazing options, doors, hardware, connectors and other components.
f. The Contractor shall provide layout adaptation services as required for this project. A significant amount of effort has already been performed by an independent design finn to apply workstation standards and I identify the location and configuration of the demountable walls and l the systems furniture components.

The detailed specifications and workstation prototypes contained in this package represent the NRC's best estimate of the completed private office configurations. The layout adaptation required on this project will involve applying the contractor's product to the physical conditions, configuration and actual floor plans.

The contractor must review, adapt, ar.d overlay its products on the generic layouts as they are completed. The generic layouts should not preclude the contractor from submitting to the NRC any suggestions or 1

. Page 11 alternatives which the contractor recommends would aid in adapting its components to the actual environment. The contractor's staff shall meet with the P0 and representatives of the NRC Consolidation Team to present the adapted plans, shop drawings, and specifications and to explain recommended adjustments, as may be be necessary.  ;

g. The contractor shall be responsible for the preassembly of items in its shop to the greatest extent possible in order to expedite installation at the job site. Units shall. be clearly marked to coordinate with the installation drawings indicating assembly locations.

h. The labor, products, and installation shall comply with all state, local, and federal building codes, local ordinances, and regulations.
1. Reference Standards:

The partition system when installed shall comply with the following standards and must be certified in writing prior to acceptance by the government.

.1 ASTM E-72 deflection test

.2 ASTM E-413 sound transmission test

.3 ASTM E-84 fire test

.4 BIFMA standards for loading (5 lbs. loading per linear ir.ch)

j. The contractor shall inspect partition components upon delivery for damage. Minor damage shall be repaired at no additional cost to the

government. The contractor shall promptly remove and replace damaged

Partitions and components shall be stored and covered to insure that no damage shall occur prior to, during, and folicwing installation.

Installation shall be the responsibility of the contractor, who shall provide adequate numbers of qualified personnel to supervise and accomplish the installation of the product within the Government's specified time frames. ,

The contractor shall supply and install all doors and hardware.  !

All doors for use with movable, unitized wall systems shall be full )

height, wood grain plastic laminate. The contractor must submit samples of wood grain plastic laminate finishes for review and selection by the Project Officer.

1. The contractor shall field measure and check dimensions and other site conditions to insure proper fit.

Based on the NRC approved shop drawings, the contractor shall be totally responsible for the accuracy of his measurements of lineal footage requirements for glazing and partitions.

m. All surfaces interfacing with movable partitions will be clean and dry, and in a condition satisfactory to the contractor. The contractor shall immediately notify NRC PO in writing of any conditions which will prevent the satisfactory completion of work. The contractor shall not proceed with the installation until unsatisfactory conditions have been corrected in an acceptable manner.
n. The contractor shall provide and instcll appropriate panel or floor mounted door stops. Floor-mounted stops shall be installed so as not to damage carpeting.
o. Personnel Training. The contractor shall provide training for th NRC's maintenance personnel. This training shall include but not be limited to, the following subjects: cleaning, repairs, glass replacement, assembly and disassembly. The contractor shall furnish two sets of any special tools that may be required for relocation of the partitions.

C.1.3 Specifications

a. Panel Sizes Panel sizes noted on attached drawings are generic and for proposal preparation purposes only. Panels shall be flush and factory-assembled

, into complete individual panel units. Panel widths shall be provided to coincide with the module of system's furniture components.

b. Materials

.1 Metal: Steel, cold-rolled, annealed, furniture stock, free of pits., scale, and other surface defects, 20 gauge.

.2 Glass: Clear, tempered, with factory applied identifying label on each panel set in vinyl glazing. There shall be no visible tong marks.

Thickness: 1" thick at clearstory 1" thick at full height

.3 Insulation: Inorganic, non-combustible mineral filler for sound deadening shall be used.

.4 Light and Sound Seals: Dense, compressible neoprene or other flexible, non-hardening gasket material. Gasket material to be used at all glass pieces, between adjacent panels, and at ceiling, floor, columns, and building wall connections. Gaskets shall be continuous. All gaskets used in conjunction with glass panels shall be clear and colorless, removable, and non-damaging to glass.

.5. Paint: Standard primer and custom color, baked-on finish. Color to be selected by NRC P.O. from available standard finishes of the Contractor.
