SUMMARY
OF SEPTEMBER 4, 1986 MEETING WITH M0 VATS INC.
i On September 4, 1986, members of the NRC staff met with representatives of M0 VATS Inc. in the NRC Bethesda offices. The purpose of the meeting was to discuss a proposed topical report by M0 VATS; the report would describe the M0 VATS valve test technique and provide a method to address I&E Bulletin 83-05. A-list of the people who attended the meeting is enclosed.
The M0 VATS representatives gave the teeting participants the enclosed handout and made a presentation using slides taken from the handout. The M0 VATS program can be applied to a wife variety of valves including the valves addressed by I&E Bulletin 8$-0). A key feature of the program is MOVATS' claim that pressurized testing of most valves is unnecessary.
It was originally thought by M0 VATS and some NRC representatives that the program should by submitted as a topical report. However, no licensee is referencing or has indicated plans to reference the M0 VATS technique in a licensing action such as a request for relief from ISI and IST requirements.
Mainly, the program addresses the I&E Bulletin and I&E is performing the review of the responses. Therefore, M0 VATS was advised not to submit a topical report to NRR, but to have a licensee include the report as part of its Bulletin response. Then I&E will review that response as part of a lead plant approach which will allow other licensees to rely on the M0 VATS report without a detailed review by I&E of their responses.
