NRC ACCEPTANCE OF REVISION 13 and 14 TO THE SARGENT & LUNDY QUALITY ASSURANCE TOPICAL REPORT, SL-TR-1A Dear Mr. Kutz; We have completed our review of the subject topical report, "Sargent & Lundy LLC Nuclear Quality Assurance Program Topical Report SL-TR-1A," Revisions 13 and 14, submitted by your letter dated May 25,1999.
Revision 13 was not submitted to the NRC for prior approval because, as stated in your letter, the changes concerned organizational changes to your quality program. Changes included:
use of the word " Nuclear;" organization and transfer of Business Groups; replacement of Document Processing Division; and responsibilities for issuance of standards.
Revision 14 changes included: precedence of SL-TR-1 A over Standard Operating Procedures; application of SL-TR-1 A requirements to non S&L employees; participation in the design package for the Big Rock Point reactor; addressing modifications that would not require NRC approval; me'rging and renaming Business Groups; organization responsible for approving software test requirements; S&L's purchase, installation, and transfer of ownership of safety-related items in nuclear plants; control of commercial-grade items; and maintenance of records.
i We find that Revisions 13 and 14 meet the requirements of Appendix B to Title 10 of the Code of Federal Regulations (10 CFR), Part 50, and therefore are acceptable.
