Dear M Your letter of July 1,1985 provided for our review and approval a licensing plan involving the review of two Liquid Metal Reactor (LMR) concepts. This licensing plan outlined the Department of Energy's long range objectives and steps to be taken to develop a consnercially viable LMR and proposed in the near term (now through mid-FY 1988) a series of detailed interactions between our staffs directed toward our reviewing these two LMR conceptual designs and providing licensing guidance on them to DOE. The proposed approach and interactions in the LMR area closely parallel the approach and interactions proposed for the High Temperature Gr.s-Cooled Reactor (HTGR) in your letter of April 26, 1985, with which we conccrred via my July 11, 1985 letter to you.

As outlined in your proposal the Commission's main activities in FY 1986 would be the identification and resolution of key safety issues associated with the two LMR concepts. Our main activities in FY 1987 and FY 1988 would then be a review of a Preliminary Safety Information Document (PSID) for each concept and review of supporting research and, development programs.

In the longer term your stated objective is to submit applications for standard plant reviews in the early 1990s and, upon NRC approval of the standard plant designs, to file for certification of the designs via the rulemaking process.

This is similar to what was proposed in your HTGR program and is consistent with current NRC policy and regulations. However, my July 11, 1985 letter to you on the HTGR licensing plan noted that in following such a plan it is important for us to interact early on the identification and understanding of those design features that can be proven by citation of existing technology or which can be satisfactorily established by commitment to a suitable technology development program. This is also considered necessary in the review of the LMR conceptual designs in order to reach a mutual understanding, early in the review process, of how this aspect of your plan might influence our review of your proposed designs, including the number and nature of regulatory requirements that could result from that review.

Based upon our review of the resources necessary to accomplish the requested activities we can commit to support your proposed interaction plans on the LMR concepts in FY 1986 and will request in FY 1987 and FY 1988 sufficient resources to complete these interactions. However, should other priorities or needs arise, or should sufficient resources not be made available in FY 1987 or in FY 1988, adjustment of this commitment may be necessary.

In addition, if your existing plans change or additional requests for interaction in the advanced reactor area are received, adjustment of this commitment may be necessary.

In closing, I look forwaro to our staffs beginning this important interaction process on the advanced LMR designs and to the mutual benefits to be gained from addressing licensing issues early in the design process.
