DISCUSSION WITH USGS-WRD ABOUT CONVERSATION WITH THE STATE OF COLORADO ABOUT THE DURANGO TAILINGS CELL AT B000 CANYON.

Background===

r On August 12, 1986, a meeting was held between the Durango Technical Assistance Contractor (TAC), the State of Colorado, and NRC. At this meeting, the State presented infomation based upon an analysis of the 2

proposed tailings cell. The State predicts that the tailings cell will saturate within 2 years. The TAC's position is that the cell is designed to prevent saturation for hundreds of years. This memo to the file concerns the contention of the State that the cell will saturate within 2 years.

The State had discussed the tailings cell design with a staff member of theU.S.GeologicalSurvey(USGS),WaterResourcesDivision,locatedat the Denver Federal Center, over the phone for approximately 30 minutes.

Based upon this phone conversation, the State contends that the USGS staff opinion was that the tailings cell would become saturated within OFC :

9 WM-48/SRG/86/08/28/0 SEP 0 3196-2 years and remain saturated thereafter. The significance of saturated conditions in the cell is that this would allow contaminant migration into the ground water to occur in a relatively short period of time.

The main issue in the review of the design of the cell is whether or not saturated conditions should be assumed for the tailings cell in order to predict the time period of contaminant flux out of the cell into the ground water. The State wants to assume saturated conditions in a worst-case scenario, while it is the belief of the TAC that unsaturated conditions is the more-reasonable scenario.

The contention by the State that saturated conditions will exist in the cell is based upon the phone conversation with the USGS staff. We felt it important to talk to the USGS staff ourselves, in order to determine what assumptions were used in predicting saturation of the cell within 2 years.

Discussion We spent approximately 30 minutes at the USGS on the morning of August 14, 1986. We presented areal and cross-sectional views of the proposed tailings cell and described in detail the composition of the riprap, filter bedding, radon cover and bottom liner (attached figures).

Of note in our discussion with the USGS staff, was that the' time frame of 200 years was remembered being used in talking to the State, not 2 years, when estimating when saturation would occur.

The USGS staffs' conculsionary opinion was that it would take over 200 years for the cover to saturate, assuming a conservative, worst-case scenario. This assumed a saturated hydraulic conductivity (Ksat) #

10-6 cm/sec, a very conservative assumption, since the soil samples from Bodo Canyon showed a range of K of 1.8 X 10-7 to 1.9 X 10-9 cm/sec.

sat The USGS staff member also concluded that a flux of about I cm/yr would result, and added that, based upon his review of the design, saturation was not very likely, due to the design of the cover.
