SUMMARY
OF JUNE 24,1999, MEETING BETWEEN THE NRC STAFF
- AND THE BOILING WATER REACTOR OWNERS GROUP (BWROG)
. REVISED SOURCE TERM (RST) COMMITTEE On June 24,1999, Jay Y. Lee of NRR's Probabilistic Safety Assessment Branch attended a
- BWROG Revised Accident Source Term Committee meeting held in Lake Buena Vista, FL.
- The committee had invited NRC participation to discuss the status of staff efforts to allow voluntary implementation of the RST at operating BWR facilities. Attachment 1 provides a list of meeting attendees.
The purpose of NRC attendance at the meeting was (1) to communicate directly with several BWROG utilities concerning the staff's view on current RST initiatives and activities to allow voluntary implementation of the revised source term at operating BWR reactors, (2) to hear 3 directly from several BWROG utilities regarding utility-driven RST issues relating to plant operation, rnaintenance, and safety, and (3) to discuss with the committee the staff's review of the BWROG report on prediction of the onset of fission gas release from fuel rods in BWR reactors. - Attachment 2 is a copy of the meeting agenda.
- Wendell Flock, GE/BWROG Project Manager, welcomed the meeting attendees and stated that the BWROG/RST Committee's mission is to support the industry RST Pilot Plant program supporting the Entergy (Grand Gulf) submittal to the NRC and to address other common A
BWR/RST issues.
Mr. Lee gave a status report on the review of the pilot plant projects. Attachment 3 provides slides used in the meeting, most of which were from previous presentations to NRC management, NEl, and ACRS by the staff. The' review of the pilot project submitted for Perry
' is complete and the SER has been issued. Some of the more significant assumptions and n
. parameters used in the review were discussed in greater detail. Next came a brief overview of the source term rulemaking and the_ status of the rule and the draft regulatory guide. Meeting I
participants were cautioned that this draft did not represent the final position of the staff and -
that everything discussed was subject to change.
