V0GTLE TLD DIRECT RADIATION MONITORING NETWORK - SOUTH CAROLINA SIDE We greatly appreciate the cooperation shown by you and your staff in assisting with the implementation of the TLD Direct Radiation Monitoring Network at the Vogtle Nuclear Station.
This program will provide independent measurements of radiation levels in the environs of this facility and will aid in assuring the validity of measurements made by the licensee. of a listing of South Carolina TLD station locations by direction and distance from the Vogtle site including the NRC designation and site criteria satisfied by the placement of each station. consists of a proposed reute for exchanging the TLGs at the Vo^gtie' site. These detailed descriptions are meant to allow persons unfamiliar with the site to locate the TLDs in a step by step manner.
The State is by no means constrained to exchange the TL.Ds in the order indicated in this enclosure. is a portion of a Savannah River plant map indicating road designa-tions and NRC TLD locations.
Since Plant Vogtle is located adjacent to a state boundary, the plant's 5-mile radius extends into two states - Georgia and South Carolina.
The Nuclear Regulatory Commission has contracted with both states to exchange NRC TLDs within their respective borders.
If possible. TLD exchange should be coordinated by the two states so that all Vogtie TLDs will be exchanged at approximately the same time.
The annealed environmental TLDs will be sent by NRC Region I to your office for exchange on a quarterly basis, that is, within a period of seven days prior to, until seven days after the beginning of each calendar quarter. An "in transit control" TLD package will be included with the other exchange TLDs for placement at the state offices in as low background an area as you have available.
Experience shows that a certain number of TLD stations will be vandalized or otherwise lost.
Should this be discovered during the quarterly exchange, we request that the state replace the missing TLD cages with NRC provided spares and inform this office.
This is especially important if it was neces sary or expedient to move the station enough to make the exchange route write-up invalid.

If for any reason discrepancies in the exchange route write-up (Enclosure 2) come to your attention, we request that we be informed.
The data generated by this program concerning the Vogtle Nuclear Station will be made available to your office in the form of annual and quarterly reports which should commence in 1986.
It is planned that the report be sent out within a 1
month after the end of.the reporting period.

ENCLOSURE 2 NRC TLD EXCHANGE ROUTE V0GTLE ELECTRIC GENERATING PLANT SOUTH CAROLINA SIDE Normal TLD exchange is provided by South Carolina's Department of Health and Environmental Control whose personnel maintain current SRP site badges.
Emergency Vogtle TLD exchange will be conducted by NRC personnel. In such cases of emergency the SRP Emergency Operations Center (EOC) will be activated, and the NRC personnel responsible for the TLD exchange should notify the EOC (803-725-2117 or 803-725-2729) and request an escort. A current NRC badge will be required as identification.
Station 31 Begin at the Augusta Barricade (Gate 6) on Hwy 125 and head SE 6.7 miles to the intersection with SRP 3.
Turn right onto SRP 3 and continue 2.0 miles to SRP A-4.7.
Turn right onto SRP A-4.7 and continue 0.6 miles to the first paved road on the left. Turn left and take the paved road 0.3 miles until it ends at the SRP Boat Dock. The TLD is located on a yellow chain link fence at the dock's edge.

s Station 32 Backtrack the paved road and SRP A-4.7 to SRP 3.
Turn left onto SRP 3 and continue NE 1.6 miles to the intersection with SRP A-12 (just before the RR track).
Turn right onto SRP A-12 and continue 1.3 miles to the Fire Training Center. Turn left at the Fire Training Center sign (the road is still SRP A-12) and continue 0.4 mile.
The TLD is located on a large pine tree approximately 20 yards from the left side of the road.

2 Station 33 Backtrack SRP A-12 0.1 mile to a fork in the road and bear left onto SRP A12.22.
(Bearing right will take you back to the Fire Training Center on SRP A-12).
Continue 0.3 miles on SRP A12.22 to the first road on the left -
SRP A-12.2.
Turn left onto SRP A-12.2 and continue 0.7 miles to the first dirt road on the right.
Turn right and head 1.3 miles to a large water oak tree.
The TLD is located on the oak tree which is on the left side of the road at the edge of a forest.
