Dear Mr. Keppler:
The referenced letter documents the resulta of a routine safety inspection conducted by Dr. M.J. Oestmann and Mr.
L.J.
Hueter of your office on November 17-20 and December 3, 1986 of activities at Dresden Nuclear Power Station Units 2 and 3.
During the course of that inspection, certain activities appeared to be in noncompliance with NRC requirements.
Attachment A to this letter contains our response to the violation.

ATTACHMENT A COMMONWEALTH EDISON COMPANY RESPONSE TO NOTICE OF VIOLATION As a result of the inspection conducted on November 17-20 and December 3, 1986, and in accordance with 10CFR Part 2 Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:
Technical Specification 4.6.C.2 requires during reactor startup that a sample or reactor coolant shall be taken every four hours and analyzed for conductivity and chloride content.
Contrary to the above, on July 13, 1986, during Unit 2 startup, successive reactor coolant samples were collected for analysis at 0820 and 1340, a period of time exceeding the four hour limit by 80 minutes.
DISCUSSION On July 13, 1986 a required sample of reactor coolant was not obtained every four hours as required by Technical Specification 4.6.C.2.
An investigation by the Chemistry Department determined the cause of the incident was personnel error due to the fact that the commonly used methods of informing the next shift were not used.
The corrective action taken at that time was to discuss the incident with the individuals involved.
During a subsequent NRC audit during November 17 to 20, 1986, a review of this incident was conducted.
The results of this review indicated that additional corrective action could have been taken at the time of the incident.
This prompted an additional formal investigation by a representative from Nuclear Services Technical, the Radiation Chemistry Supervisor and the Lead Chemist.
The individuals involved in the incident were again interviewed and procedures were reviewed for adequacy.
It was determined from this investigation that a procedural inadequacy and training inadequacy were also contributing factors to this event.
CORRECTIVE ACTION TAKE AND RESULTS ACHIEVED The initial corrective action was to discuss the event with the personnel involved and review the event with all the Radiation Chemistry personnel at a tailgate session on July 21, 1986.

. CORRECTIVE ACTION TO AVOID FURTHER VIOLATION A Temporary Procedure Change to DCP 1600-12 to add the requirements for the ' red light' notification system to warn technicians of the four hour sampling requirements has been issued and will remain in effect until a permanent change is completed.
In addition all Radiation Chemistry Technicians and Foreman are being retrained in the Technical Specification chemistry sampling requirements and associated Dresden Chemistry Procedures during the 1st quarter 1987 Continuing Training Program.
DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED As of July 21, 1986 the Radiation Chemistry personnel were knowledgeable of the requirements.
In addition the permanent revision to DCP 1600-12 will be in effect by March 1, 1987.
The retraining will be completed by March 31, 1987.
