Docket File No. WM-48 FROM:

Thomas T. Olsen, Project Manager Licensing Branch 1 Uranium Recovery Field Office, Region IV

SUBJECT:

DURANGO UMTRAP SITE MINUTES OF MEETING BETWEEN STATE OF COLORADO, TAC AND NRC A meeting was held at the Uranium Recovery Field Office (URFO) in Denver, Colorado, on August 12, 1986, between the State of Colorado, TAC and NRC for the Durango, Colorado, UMTRAP site. The purpose of the meeting was to discuss disposal cell design with regard to infiltration that could possibly generate ground water contaminants.

The State concludes that the cell will become saturated within a short period of time, approximately 2-3 years, This short period for saturation of the cell is based upon a telephone conversation between the state and a staff member of the USGS-WRD. This saturated condition will cause quicker seepage from the cell, downward, resulting in contamination being released beneath the disposal cell into the upper ground water in a short period of time. The contaminants will then be transmitted out of the watershed to presently uncontaminated ground water zones.

The TAC believes that the disposal cell design will eliminate total saturation and that runoff along with evapotranspiration will minimize the extent of a downward seepage front from the disposal cell.

Unsaturated conditions would result in reducing infiltration and would effectively retard contaminant seepage beneath the disposal cell into the upper ground-water system.
