Dear Mr. Denton:
pursuant to 10 CFR 50.90, Commonwealth Edison proposed to amend Appendix A, Technical Specification, to Facility Operating License NPF-ll and NpF-18 in Reference (a). This supplemental response is in reply to questions from your staff in a September 2, 1986 telecon. The reviewers concerns are that the words originally submitted were not specific enough to ensure that i
each superintendent only approves overtime for their own departments and i
that it could be inferred that the authority to authorize overtime could be delegated to'a lower leve) supervisor.
I To sati&f : hon concerns the wording on page 6-3 has been modified to clarify the ict ht, tiease replace proposed Technical Specification page 6-3 with the new pages stw:losed. The changes from the original submittal are indicated by the date 9/02/86 in close proximity.
Since these changes are administrative in nature, there is no j
change to the Significant Hazards Considerations submitted with Reference l
(a).
